Yes in some orders for driveways and shoulders on roads clay and Sand is used in the mix. The last run we had we were having problems with the clay getting stuck when we were doing tests for quality. So we removed the clay and the sand was not setting up. So for a filler and binder we started using crusher fines and dust with 3/4-.

They don't mix clay with limestone around here I think you might mean the fines. We start off with a layer of 1-3 inch rock then finish with road base or what we call crusher run. The softer the ground the bigger the rock you will need for a base. This will cost more than just laying down a layer of 3/4 but it is the right way to do it.
